Deputy Project Managers

The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory in January 2009
It is developing programme activities in the sectors of Shelter, Education and the provision of Information, Counselling and Legal Assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.
The ICLA programme is concentrating on providing legal assistance, particularly related to housing, land property issues for those displace or facing displacement in Area C of the west Bank, East Herusalem and an Gaza
NRC requires ICLA Deputy Project Managers to support the ICLA projects in Gaza
Tasks and Responsibilities
- Line management responsibility for the legal advisors, legal officers and other relevant ICLA staff members in area of operations.
- Lead and support the team to plan and implement their activities in accordance with weekly and monthly plans
- As necessary work directly in the field with team members to assist in design, implementation and monitoring and evaluation of activities.
-Ensure that all ICLA team members have regular appraisal and that training and support needs are identified and addressed.
- lead team planning and tool development exercises, including brainstorming and legal strategy meetings.
- Carry out programme development activities and develop project stratigies.
-Ensure involvement of beneficiaries, communities, partners, legal community and other relevant stakeholders, in activities undertaken in the programme including assessment and maintain good relationships with all parties.
- Assist the project in working with and, monitoring and evaluating the work of partners.
Design partner development strategies and activities.
- Represent the organization in external forums, coordination mechanisms and meetings when requested by the supervisor.
- Ensure project activities are in the line with budgets and with overall financial management of the project.
- Prepare proposals and budgets to donors.
- Contribute to the development of NRC oPt strategies and action plans.
-Report any concerns with safety or security promptly to line management.
- Assume project manager responsibilities in their absence.
- Participate in training program to develop program and budget management skills.
- Carry out any relevant duties as requested by supervisor.
Skills and Qualifications Required
- Holder of a law and/or management degree
- A minimum of 5 years of management experience , preferably in the legal sector
- Experience of working with international organizations preferred.
- Ability to work under pressure and with limited supervision.
-Ability to integrate well in a team and to be a team player and leader.
- Strong organizational and logistical skills
-Excellent command of English and Arabic or Hebrew, both written and orally.
- Ability to always be punctual and meet deadlines
-Experience of working with Refugees or Displaced Persons is an advantage;
