MAIN RESPONSIBILITIES
 In accordance with Agency policy and procedures, the ideal candidate :
 Receives, collates, records and prioritizes purchasing and contract requests and obtains additional information/documentation as required; provides assistance to Departments in formulation of Terms of References, scope of work and specifications for procurement of goods and services; identifies and recommends sources of procurement;
 Prepares tender documents including Invitations to Bids, Requests for Proposals and Requests for Quotation based on the nature of the requirements and cost of procurement involved;
 Prepares abstracts of offers and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods or services at the best terms and lowest costs possible with due consideration to quality, delivery time, best value of money etc.;
 Prepares Purchase Orders (POs) in Procurement and Inventory Management System (PIMS); implements internal control system which ensures that POs are duly prepared and dispatched; is responsible for the timely corrective actions on POs with budget; checks errors and other problems; maintains relevant internal databases and files;
 Drafts various types of contracts and related documentation for verification of the supervisor and subsequent approval by the procurement management, if required; assists in drafting submission to the Local Committee for Procurement (LCP)/Agency Committee for Procurement (ACP) for review and subsequent approval by the awarding authority;
 Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
 Two years diploma in business and office practice, business administration, public administration, commerce or related field.
 At least five years of procurement experience or procurement related administrative work.
 Good command of written and spoken English
 Excellent communication skills; proven ability in establishing effective internal work relationships at all levels;
 Ability to take actions proactively;
 Ability to work under pressure.
 It is desirable to have a university degree in business administration, public administration, commerce or related field, and experience in Enterprise Resource Planning (ERP) or procurement specific software applications.
 Possession of a valid driving license.

CONDITIONS OF SERVICE
 Basic Salary: Monthly basic salary $806.50; plus a currency adjustment factor (present rate 15%) and monthly dependency allowance up to $123.25.
 Contract Duration: Three years including 1 year probation period.
 Leave: 30 days annual leave
 Pension: Provident Fund contribution
 Other conditions of service and benefits may apply.

EQUIVALENCY 
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered 

ASSESSMENT METHOD
