JOB PURPOSE: To work closely with country programme teams providing specialist support to increase programme quality and develop tools for improving programme effectiveness


REPORTING LINES:
Postholder reports to: Regional Programme Manager, Middle East with matrix management from the Country Director for Occupied Palestinian State & Israel (OPTI)

BUDGET RESPONSIBILITY: Responsibility for small project budgets


DIMENSIONS:
• Manage projects including leading small teams to achieve project objectives
• Diverse and complex problem-solving requiring professional knowledge, field experience and an understanding of development and humanitarian work
• Problem-solving and analysis that often involves difficult decision-making with no precedent, although difficult decisions taken with manager
• Advice and problem-solving often given over distance with limited information
• Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information
• Work patterns are not routine and often high pressure
• Makes complex technical information accessible and usable for non-specialists

• Contacts are with a wide spectrum of clients, often external
• The role is variable with well-defined targets and/or minimum standards and is both proactive and reactive


KEY RESPONSIBILITIES:
This is a regional role covering Oxfam GB’s work in the Middle East. Approximately 50% of the focus will be on the Occupied Palestinian Territory & Israel (OPTI) and the remaining 50% will cover the Yemen programme, the regional gender programme based out of Beirut and the Middle East advocacy hub based out of Cairo. The range of work includes direct humanitarian intervention, long-term development work and advocacy & campaigns – this role would work across this spectrum. Support will be both remote and face-to-face involving Oxfam staff, local partners and relevant allies. The postholder would be part of a loose ‘team’ that has a shared objective of improving programme quality in the ‘MEEECIS’ region. This team includes the Regional Programme Quality Coordinator for the Commonwealth of Independent States, the Regional Programme Manager (RPM) for Middle East and the RPM for the Commonwealth of Independent States, the Regional Gender Coordinator, Regional Research & Policy Coordinator and the Regional Programme Support Officer. It would help link the region with Oxfam’s central programme policy team and programme, partnership & accountability team.

Monitoring, Evaluation, Accountability and Learning
 Support country management teams to develop a culture of quality across all of Oxfam’s work – building a culture of downward accountability, commitment to continuous improvement, openness to learning from mistakes, drive for demonstrating impact, drive to increase programme impact, etc
 Develop skills of country staff teams to effectively monitor and evaluate Oxfam’s work including development of appropriate tools and methodologies
 Work with country teams to demonstrate tangible outcomes for poor and vulnerable women and men
 Work with country management teams to effectively generate learning and use it for decision-making at project, programme and country levels
 Support country teams in strengthening partnership relations and downward accountability (e.g. implementing the regional partnership plan)
 Support country teams in exploring approaches to building capacity of the local NGOs and CSOs with whom Oxfam works

Programme Design
 Work with the country teams to build capacity on participatory techniques and tools and to improve listening to and working with partners and beneficiaries, with particular sensitivity to gender relations
 Build capacity of the country teams on analysing how change really happens in order to underpin excellent programme design
 Support country teams to access cutting edge thinking and research that will inform carefully considered programme design
 Capacity building of country teams on effective programme/proposal development processes

Oxfam-wide initiatives and systems
 Coordination and quality control of Programme Implementation Plans (PIPs), both on content and quality as well as on business rules
 Coordination and oversight of work on OPAL (Oxfam Programme Accountability and Learning system) in the Middle East including support to country focal points
 Roll out and embed global initiatives in the region such as the ‘global performance framework’, ‘monitoring reviews’, ‘country analysis and learning reviews’, downward accountability initiatives, etc.


SKILLS AND COMPETENCE:

Essential
1. Passion for improving effectiveness of development programmes and demonstrating tangible outcomes for poor and vulnerable women and men
2. Experience of improving effectiveness of development programmes and demonstrating tangible outcomes for poor and vulnerable women and men
3. Understanding of and commitment to Oxfam’s ‘one programme approach’ (linking humanitarian, development & advocacy work)
4. Practical experience of mainstreaming gender in development or humanitarian work
5. Sound understanding of project cycle management in international development
6. Proven ability to inspire colleagues in a diversity of contexts and functions; strong inter-personal skills and self-awareness
7. Proven ability to advise, train and coach others on programme quality issues
8. Demonstrable ability to think creatively and practically to improve Monitoring, Evaluation, Accountability and Learning
9. Experience of gathering, analysing and presenting quantitative and qualitative data
10. Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision
11. Good organisational skills including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure
12. Effective communication skills including fluency (speaking and writing) in English

Desirable
13. Firsthand experience of implementing or advising on international development projects in the Middle East
14. Knowledge of Arabic highly desirable

OTHER:
1. Willingness to travel within the country, the region and to Oxford up to 10 weeks per year
