Background:
The United Nations Office for Project Services Jerusalem
Operations Center (UNOPS JMOC) was established in East Jerusalem in late 2006.
Its aim is to provide the United Nations sister agencies and the humanitarian
and development sectors within the occupied Palestinian territories with
professional project implementation services.
(UNOPS) is the largest service provider in the United
Nations system, working on behalf of more than 30 UN departments and
organizations. UNOPS Jerusalem Operation Center (JMOC) services the needs of
the occupied Palestine territory (opt), working in harmony with the Israeli and
Palestinian Governments, International Donors, UN Agencies, and others. As the
implementing arm of the UN I JMOC manages development projects and provides
specialized project-management services.
As part of Middle East/Emergency Response Division
(EMO).The JMOC supports UNOPS service provision and Implementation in
Palestine. The JMOC directly supports the Palestine Program. It provides a
range of project management and related services to its clients and partners.
The current projects combine logistics, procurement, contract management,
personnel recruitment and administration/financial management, institutional
reforms and governance strengthening, training, security technology, borders
and crossings, and Infrastructure.
The Chief Design
Engineer will report directly to the UNOPS Infrastructure Project Manager.
She/he will liaise regularly with senior officials in the Palestinian Authority
as well as the donors and other partners and will be instrumental in the
delivery of a quality product to time and within bud
Description of Responsibilities:
Under
the supervision of the Project Manager, the Chief Design Engineer will lead the
analysis of the SOR, the design works, quality assurance, and concept &
proposal development. The tasks she/he will be required to undertake include,
but are not
limited to the following tasks:
•Gather and analyze, in cooperation with the stakeholders,
projects’ requirements to develop State of Requirements (SoR).
•Undertake measurements of project’s site and prepare
As-Built documents.
•Prepare and present Concept and Architectural Designs as
required.
•Provide substantial inputs in the process of Projects
proposals writing.
•Represent UNOPS at meetings with senior officials of the
Palestinian Authority and other partners as well.
•Manage and coordinate designs with the design team
(Structural, Mechanical, Electrical, Drafting and quantity surveying).
•Set up process standards for designs and documentation, to
ensure quality of the final product.
•Identify budget items, and assist in building budgets for
projects, in consultation with the Project Manager, Finance Officer and
relevant stakeholders.
•Control the construction budget by keeping the designs and
specifications in compliance with the budget, ensuring the outsourced designer
product is within the budget.
•Monitors all aspects of project progress and
implementation.
•Provide substantial inputs for the preparation of required
project and donor reports.
•Maintenance of Construction Phase project documentation as
dictated by project requirements.;
•Ensure that the designs are in compliance with the local
buildings rules and regulation, as well as the national standards for
buildings.
•Develop Building standards for unique projects, and request
endorsement from the relevant stakeholders.
•Verify technical specifications of civil works, finishing
techniques and materials, services and associated quality material.
•Prepare project implementation programs and/or review and
advice on programs submitted by others.
•Liaise with and provide technical support to the
engineering procurement team.
•Participate in bids evaluation and analysis process.
•Manage all required document transmittals (bill of
quantities, drawings, contracts, etc) to be handed over to construction team.
•Prepare, update and monitor the forecast amount of all
project disciplines.
•Assist construction management team with problem solving.
•Prepare quality assurance plans for the construction teams,
and providing quality assurance oversight.

Qualifications :
Education
Masters Degree in Architecture,
design or a related field from a reputable University. Additional years of
relevant work experience, preferably in combination with a relevant bachelor’s
degree, may substitute for the requirement for a master’s degree field.
Experience
• At least 5 years of experience,
including 3 years of relevant specialized experience at an appropriate level of
responsibility in the design and construction for medium to large scale
building construction projects in the oPt.
•Proven experience in working on
security sector infrastructure projects (design, implementation and
management)is preferred.
•Knowledge of UN agencies mandate is
an asset.
•Good knowledge of the local
Building Rules and Regulations.
•General knowledge of the design
standards required for a wide range of buildings, Facilities and equipment used
by local authorities.
•Ability to work throughout the West
Bank essential.
•Ability to travel between the West
Bank and Jerusalem considered advantageous.
•Excellent ability of working
on Architectural design software such as “AutoCAD, 3DsMAX, Revit,
ArchiCAD, ChiefArchitect”
•Good talent in Architectural
Presentation and Graphics Design, and knowledge of Adobe software “Photoshop,
Illustrator, Acrobat Professional, InDesign” Computer skills in Ms Office
applications and Internet.
•Proven organizational and
managerial skills, ability to communicate / negotiate.
•Membership of the Palestinian /
Jordanian Engineers Association is preferential.
•Current drivers license
essential. (Licensed to drive in Israel considered advantageous but not
essential)
Language Requirement
•Fluency in written and spoken
English and Arabic is essential.
